Henry Tharpe was born in Dublin, Georgia. He graduated from the University of Georgia School of Law in 1974. Prior to attending UGA, Mr. Tharpe received his B.S. from the Georgia Institute of Technology in Atlanta.

Mr. Tharpe is a member of the Conasauga Circuit Bar Association, the American Bar Association, and the State Bar of Georgia. He served as president of the Conasauga Circuit in 1978-1979. In addition, Mr. Tharpe is currently a member of the Board of Governors for the State Bar of Georgia. Since 1977, he has a been a special assistant attorney general of Georgia.
